Joel is an experienced commercial lawyer who specialises in projects involving the construction, manufacturing, government, services and transport sectors. In particular, Joel regularly advises principals and contractors on tendering documentation and processes, risk allocation and mitigation and contract preparation (including D&C, O&M and EPC contracts, project and tripartite deeds, IV deeds of appointment, interface deeds, services contracts and supply agreements), negotiation and administration.

Prior to joining Moray & Agnew, Joel spent 11 years at Allens Linklaters, including extended secondments to RailCorp / Sydney Trains, Transport for NSW and Snowy Hydro.

  • Advising the University of Newcastle on its entry into a long term maintenance and facilities services contract with Transfield Services (now Broadspectrum) ($85 million)
  • Advising Tomago Aluminium on its entry into high value and strategically significant goods, services and gas and electricity supply agreements with Alstom, Veolia, SAP and AGL
  • Advising CBRE on its conclusion and administration of global master services agreements with ExxonMobil, Rio Tinto, Google, Canon, Woodside, Navitas, Invesco and CSC, facilities and project management agreements with PropertyLink, Aviva, Motorola, CBA, Teva, Blackrock and Veolia, Defence, IBM, Aurecon and DEXUS and a host of government panel contracts
  • Advising Hunter Water on its completion of large scale sewer expansion and connection projects, entry into contribution agreements with Mirvac and Stockland, and the preparation of a suite of pro forma contracts
  • Advising Lake Macquarie City Council on all legal issues associated with the design and construction of the $60 million Lake Macquarie Transport Interchange and its conclusion of a range of interface, works and services contracts
  • Advising Bekaert and VLI on their conclusion of high value supply contracts with Rio Tinto, Glencore, BHP Billiton, South 32, Vale, Newmont, Peabody Energy, Golding and Centennial Coal
  • Advising a high net worth individual on his conclusion of agreements for lease in respect of numerous Masters stores and associated professional services and D&C contracts
  • Advising Whittens on its successful bids to design and construct all surface infrastructure associated with the 1.5Mtpa Dugald River zinc mine, $1.5 billion runway extension at Williamtown Airbase and a portion of the Wickham Transport Interchange
  • Advising DEXUS on its entry into D&C contracts in respect of industrial precincts at Greystanes and Erskine Park ($65 million) and the tier 1 office tower at 1 Bligh Street, Sydney
  • Advising AstraZeneca on all legal issues associated with its development of a large scale pharmaceutical manufacturing plant and associated office and car park in Western Sydney
  • Advising Rhomberg Rail on its entry into and administration of major works contracts with various mine owners and NRTIJV (the joint venture designing and constructing the North West Rail Link)
  • Advising Defence on all tendering and legal issues associated with its entry into the Seahawk helicopter maintenance contract ($200 million), C130-J Hercules maintenance contract ($300 million) and FFG IMS contract ($250 million)
  • Advising Sydney Trains on all legal issues associated with its tenders for and entry into the L3C maintenance contract ($1.3 billion), master supply and services agreements with Cubic ($50 million), cleaning services contract ($20 million), CCTV upgrade and maintenance contract ($100 million) and various D&C, O&M and services contracts with Downer, Transfield, Siemens, Laing O’Rourke and UGL
  • Advising TfNSW (Major Projects) on the construction of the South West Rail Link ($1.3 billion), Auburn Stabling Yard ($100 million) and Epping to Thornleigh Third Track Bridge, as well as its entry into a contract with John Holland ($400 million) for the operation and maintenance of the NSW Country Rail Network
  • Advising Haslin on its entry into design and construct and joint venture agreements with Transport for NSW, Downer, Aquatec Maxcon, Geotech and Water Treatment Australia concerning various large scale rail, road and water treatment projects
  • Advising Cotton Seed Distributors on all aspects of its purchase of high value seed processing equipment from a French supplier
  • Advising Tyco on its successful bids to design, construct, operate and maintain three regional water treatment plants ($250 million)
  • Advising Alba Capital on all legal issues associated with its development of large scale student accommodation projects at the Australian National University (600 rooms)
  • Advising TransGrid on its development of pro forma procurement and services documentation as well as its entry into various D&C, project and connection agreements
  • Advising Leighton on all legal issues associated with its construction of large scale office towers in North Sydney (101 Pacific Highway) and Parramatta (One Parramatta Square).
